Gympie Civic Centre Refurbishment

The Gympie Civic Centre is a much-loved community venue that sustained extensive damage in the 2022 floods. RECOR was engaged by Gympie Regional Council as principal project manager to coordinate planning, procurement, and delivery of the refurbishment, including the engagement of consultants, contractors, and certifiers needed to support reopening.

Working within a public-sector governance environment, the team provides strategic procurement planning, risk management, and project oversight to ensure delivery aligns with budget, compliance requirements, and long-term asset objectives.

A key element of RECOR's role has been recommending a risk-based procurement strategy with an Early Contractor Involvement (ECI) phase, enabling early resolution of design and construction risks and improved cost certainty. This was the first use of ECI by Council, and the resolution of the procurement model carries forward into future capital works.

The project also presented an opportunity to adopt an all-in refurbishment approach, expanding the scope beyond repair works to include upgrades to key systems such as fire safety and DDA accessibility compliance. The result will be a community facility that meets modern standards and long-term operational requirements, not just one restored to its pre-flood condition.
