Land development

Civil engineering for residential subdivisions and masterplanned communities

RECOR delivers end-to-end civil engineering for greenfield estates, priority development areas, and mixed-use precincts across South East Queensland.

End-to-end engineering for land development

RECOR has supported some of South East Queensland's largest masterplanned communities through every stage of delivery. From the 900-lot South Place community in Ripley Valley to the 313-lot Lawnton Lakes estate in Moreton Bay, our team provides integrated civil engineering, infrastructure approvals, and construction-phase support that keeps complex developments moving.

We work directly with developers, councils, and authorities including EDQ, Urban Utilities, Unitywater, TMR, Telstra and NBN. Our role spans detailed civil design, stormwater and detention strategy, trunk infrastructure approvals, and the day-to-day coordination that takes a project from operational works through to titles.

A trusted partner

We are grateful to be trusted by industry leading construction, infrastructure and government clients.

Where we add value in land development

Residential land development runs on schedule. Settlements are scheduled, sales releases are planned, builder commitments are locked in. When civil engineering slows the program, everything downstream slips with it. Our team is structured around responsive delivery: fast turnaround on design changes, proactive authority liaison, and a single point of accountability across multi-disciplinary scope.

  • Subdivision and operational works design

Detailed civil design for residential subdivisions across all scales, from 30-lot infill to 1,000-lot masterplanned estates. We deliver earthworks, roadworks, stormwater, sewer and water reticulation, and the supporting operational works drawing packages needed for council approval.

  • Priority Development Area delivery

Extensive experience delivering within Queensland's Priority Development Areas, including Ripley Valley and Moreton Bay. We navigate EDQ approval processes, manage Unitywater audits, and coordinate trunk infrastructure design across multi-stage developments.

  • Stormwater, detention, and water sensitive design

Stormwater management strategies using MUSIC modelling, bioretention basins, detention design, and WSUD solutions aligned with council and Water by Design standards. We design for flood resilience, water quality, and long-term asset performance.

  • Approvals coordination and construction support

Coordination across the full authority stack: councils, EDQ, water utilities, TMR, Telstra, NBN. We secure operational works approvals, manage trunk infrastructure agreements, and stay engaged through construction with RFI response, certification, and as-constructed documentation.

Our civil and project services for developers

Multidisciplinary engineering and project management spanning early feasibility through to title release.

Delivery that moves with the program

Residential land development runs on schedule. Settlements are scheduled, sales releases are planned, builder commitments are locked in. When civil engineering slows the program, everything downstream slips with it. Our team is structured around responsive delivery: fast turnaround on design changes, proactive authority liaison, and a single point of accountability across multi-disciplinary scope.

South Place, Lawnton Lakes, Sungold Road, Park Ridge, and Gympie Terrace all share the same delivery rhythm. Tight coordination with developers and councils, technical depth where it matters, and a team that stays engaged from operational works approval through to construction completion.

Land development questions, answered

What scale of land development projects does RECOR work on?

From 30-lot residential subdivisions through to 1,000-lot masterplanned communities. Recent projects include South Place (900 lots, Ripley Valley), Lawnton Lakes Stages 2 and 3 (313 lots, Moreton Bay), Sungold Road (30 lots, Chambers Flat) and Park Ridge mixed-use development. We scale our team to project complexity, not just lot count.

Do you work within Queensland Priority Development Areas?

Yes. Several of our current projects sit within declared PDAs including Ripley Valley and the Moreton Bay growth area. We have direct experience with EDQ approval processes, Urban Utilities and Unitywater technical requirements, and the trunk infrastructure agreements these developments depend on.

Can you deliver operational works approvals?

Yes. We prepare the full operational works package including detailed civil design, stormwater management plans with MUSIC modelling, sewer and water reticulation, road and earthworks design, and the coordination needed to secure council and water authority approvals.

Do you stay engaged through construction?

Yes. Our involvement continues through construction with site assessments, certification services, RFI responses, contractor coordination, and as-constructed documentation. The continuity of the same engineering team from design through to construction is something our developer clients consistently value.

Which authorities and utilities do you regularly work with?

EDQ for PDA delivery, Urban Utilities and Unitywater for water and sewer approvals, Logan City Council, Ipswich City Council, Moreton Bay City Council, Sunshine Coast Council, Noosa Council and Gympie Regional Council, TMR for road and corridor works, and Telstra and NBN for telecommunications coordination.
